JTC has launched an industrial sales site in Kallang Way with the requirement for an old building to be reused – the first time the state landlord is seeking for an existing terrace factory to be retained and adapted for continued industrial use.
Given that the bidders for the site will have to incorporate the retention of the three-storey block of terraced industrial units into their plans, the tender will be for a 32-year lease instead of the usual 20- or 30-year tenure.
JTC said that this is to allow the successful tenderer additional time to optimise the use of the 4.41 hectare site, assess the retained building’s conditions, develop comprehensive plans for the adaptive reuse works and obtain the necessary clearances from relevant authorities.
The successful tenderer for the site will be required to retain key architectural features – including the protruding solar fins – of the building, which was built in the 1980s.
The integration of adaptive reuse is strategically master-planned and developed for the rejuvenation of the area, with co-location of food-manufacturing spaces and retail uses such as food and beverage to inject vibrancy into industrial spaces, JTC said in the media statement.
“Through the deliberate adaptive reuse framework which JTC has developed, it is hoped that more mature industrial lands and estates can be comprehensively rejuvenated over time, and in a sustainable manner. Over time, we aim to strategically leverage existing infrastructure to reduce embodied carbon…” said Tang Hsiao Ling, director of urban planning and architecture division at JTC.

The plot within the food-manufacturing site in Kallang Way can yield about 114,239 square metres (sq m) of gross floor area for industrial and ancillary industrial uses, including about 3,500 sq m for retail uses.
JTC also launched a site in Tukang Innovation Drive that is on its reserve list of industrial sites. The 0.7 ha site has a gross floor area of 17,386 sq m.
A land parcel will be released for sale under the reserve list system only if the landlord receives an offer of a minimum bid price that is acceptable.
